Paul Doughty is 40+ year firefighter who started his career in Union, Maine in 1980. He then spent 32 years as a firefighter in Providence, RI assigned to the city's Heavy Rescue for over 25 years. He retired as the Officer in Charge of Special Operations which included Technical Rescue, Hazardous Materials, and Homeland Security. During his career he was the lead for planning the department's preparation and response to several large and complex infrastructure projects including a combined sewerage overflow (CSO) tunnel (300 feet below grade and 3 miles long) and the relocation of an interstate highway through the city. Paul also developed the technical rescue program for the RI Fire Academy and served as its lead instructor. He was also a rescue squad officer and rigging specialist for FEMA USAR MATF-01 and responded to NYC on 9-11 and to Hurricane Katrina. Paul served on the technical committee for NFPA 1670 (Technical Rescue) and was a technical editor for IFSTA's Fire Service Search and Technical Rescue. Paul has taught extensively on fire ground operations, RIT, and technical rescue at FDIC, Fire House Expo, FEMA, and was a founding partner of Heavy Rescue, Inc. Paul also recently retired after 20 years as a practicing attorney focusing on fire related legal matters. Paul is currently a member of the St Albans, ME Fire Department.
Michael Bates is a 43+ year firefighter who recently retired as the Assistant Chief of Operations for the Providence, RI Fire Department in charge of over 440 firefighters in New England's second largest fire department. Mike's responsibilities included operations, safety, and training. During his tenure, he upgraded many facets of the department's operations including RIT and technical rescue training. Under Mike's leadership, Providence was the recipient of several Assistance to Firefighters Grants (AFG) of over $5,000,000 (five million dollars). Mike served in busy companies during his career including as the Captain and company commander of the city's Heavy Rescue. He served as a rescue squad officer and acted as a rescue team manager for FEMA USAR MATF-01 and responded to NYC on 9-11 and to Hurricane Katrina. Mike is a certified fire instructor and has presented hands-on training programs at several fire service conferences including FDIC, Fire House Expo, Providence Safety and Survival Conference and the Syracuse Heavy Rescue Conference. Mike has been involved in the creation and delivery of training programs for the Providence Fire Department, MATF-1, New Hampshire Fire Academy, Rhode Island Fire Academy, Barnstable County Fire Academy and was a founding partner of Heavy Rescue, Inc.
